Only on a real saving does a small card appear at the bottom right. Dismiss it and it stays quiet for that set for 24 hours.

The extension has read-only access to specifically listed retailer pages and "storage" permission for the anonymous install ID. No access to other sites, cookies or your browsing history.
Then open a supported LEGO product page. If the same set is cheaper and in stock elsewhere, a compact BricksDeal notice appears.
